Technical Securing for residential buildings – regular test routines in the context of visual inspections and condition rating, basics and checklists
Abstract
This document sets out general procedures for assessing risks in order to safeguard the safety obligations of owners and operators of existing buildings and associated peripheral areas (in the form of building plots, traffic areas/routes). This document assumes that potential hazards can be identified by means of independent inspections and thus a distinction is made between the duty to maintain safety and the duty of the operator. This document is not applicable to inspection routines within existing units (e.g. apartments, offices, business premises) that are subject to exclusive use and the transfer of individual technical securing obligations on the basis of contractual agreements. This document allows decision-makers to gain knowledge about the possible application of a procedure for checking the technical safety of buildings and associated peripherals and thus provides recommendations and requirements for the practical application of a risk assessment in the context of fulfilling technical safety obligations. Furthermore, it also addresses the issue of knowledgeable and competent persons. The positive-list attached in the informative Annex A represents a practice-oriented guide for the early detection of deviations for typical defects and/or hazardous situations, as it comprehensibly lists the neuralgic building elements and the required documentation for the technical safety obligations inspection.
