Abstract

This topic has been submitted as a request for the development of a DIN SPEC according to the PAS procedure. DIN SPECs are developed within DIN-SPEC-consortiums set up on a temporary basis. In the attached business plan you will find detailed information on the planned project as well as concrete time limits for commenting on the business plan (four-week commentary period) and for registering for the kick-off. This document will be developed and approved by the authors named in the business plan The planned DIN SPEC shall define criteria for the planning, implementation, monitoring and financing of climate action plans and climate protection / mitigation for authorities on the municipal, regional and national level. The document is targeted towards authorities in order to base climate policy and investment decisions at strategic and operational level on comparable data and models, to measure the effects of their decisions over time with the help of leading indicators, and to make iterative adjustments in the event of implementation gaps. The planned DIN SPEC shall not address the following topics: - Interfaces / API to software, portals, reporting standards. - Wider sustainability data and models (e.g. general SDG indicators). - Impact measurement of measures that relate exclusively to climate adaptation and therefore do not contribute any mitigation effects. It is planned to convert the DIN SPEC into a European / international standard in the near future. For this purpose, an English language version of the DIN SPEC is to be published in addition to the German version.
