Personal identification - Secure and interoperable European Breeder Documents - Part 5: Trust establishment and management processes
Abstract
This document is an informative part to the deliverables of CEN TC224, WG19 providing guidance and best-practice. The TS will describe the non-technical parts of the life-cycle management of breeder documents and provide samples considered to be best practice as reference. It addresses the non-technical subjects: methodologies to assess and increase the level of trust in breeder documents; Linking the document to its legitimate holder; Securing breeder document processes; breeder documents management processes including first-time application, later-in-life; registration of an identity, and content update (e.g. name-changing); registration, issuance, renewal, inspection / verification, revocation. It is agnostic to the specifics of a state and provides a frame-work for assessment of the implemented policies and procedures. It guides states to a common set of best-practice to be adopted while respecting the national specifics of law, tradition and legacy. These procedures apply to birth, marriage / partnership, and death certificate profiles specified in part 4 of the framework.
