Overview

This part of IEC 62580 deals with the specification of an on-board video surveillance/CCTV service with the aim of interoperability between video surveillance/CCTV subsystems in the same vehicle and between vehicles in the same train. On-board video surveillance/CCTV is a subsystem of on-board multimedia systems that provide services aimed at on-board surveillance and train and passenger safety. For this purpose, the recording, processing, encryption, recording, transmission of video/audio signals and their display for the operator and ground staff shall be carried out. The video surveillance/CCTV services shall include: - video/audio surveillance of passengers; - video surveillance of the train (electronic mirror/platform view, forward view). This part of the IEC 62580 series of standards provides recommendations for the selection, design and installation of video surveillance/CCTV systems including camera(s), encoder(s), train formation switch(es), decoder(s), screen(s), video recorder(s) and auxiliary equipment for use in railroad surveillance and safety applications. It should be noted that CCTV equipment can only be developed and selected if the nature of the images to be recorded has been agreed with the train operator. This usually requires the cooperation of the local railroad police, operational staff, train crew representatives and technical staff. A model for the proposed camera positions and the images to be captured which then forms the basis for the system specification and the contract shall be agreed between these parties. Where required, the generation of CCTV image data in a legally binding framework shall be of uninterrupted probative value, with the data source (the CCTV camera) and time attributes being indisputable and able to demonstrate that the data has not been tampered with in any way. The system should be designed according to the industry recognized categories of Detect, Monitor, Identify and Recognize. CCTV system operators should adopt standard procedures for the processing, storage, access and distribution of CCTV image files and be aware of the requirements of a "chain of custody" when designing these procedures and system policies. The responsible committee is DKE/UK 351.1 "Fahrzeuge" ("Rolling stock") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
