Overview
The DVA has decided, in addition to implementing the procurement law provisions of Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement, to also implement the contract law provisions from Articles 71 and 73 of this Directive. Articles 71 and 73 contain provisions on subcontracting and on new termination rights of the contracting authority, which have now been incorporated into VOB/B. Further explanations of the main changes to VOB/B are contained in the introductory decree to VOB 2016 issued by the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection on 7 April 2016, which came into force on 18 April 2016 and was published in the Joint Ministerial Gazette No. 20 of 13 May 2016.
