Overview
This standard defines relevant requirements set out in Annex I of the EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Union, the manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This European Standard specifies the requirements for general-purpose offshore cranes including their supporting pedestals or structures. This standard is applicable to general-purpose offshore cranes covered by the scope of this standard which are manufactured after the date of its publication as EN. This standard is not applicable to general-purpose offshore cranes which are manufactured before the date of its publication as an EN. This European Standard does not cover use of or hazards relating to the following: a) fabrication, transportation, assembly, dismantling, disabling, scrapping or changing the configuration of the crane; b) lifting accessories, that is, any item between the hook and the load; c) minimum design temperature below -20 °C; d) operations at an ambient temperature above 45 °C; For equipment designed for operation in explosive atmospheres, the normal ambient temperature range is -20 °C to +40 °C, unless otherwise specified and marked. See Annex O and relevant standards indicated for complete information. e) lifting operations involving more than one crane; f) accidental loads due to collisions; g) hand powered cranes and other cranes with a rated capacity less than 2 t or outreach less than 8 m; h) emergency rescue operations (except training); i) subsea lifting operations. The significant hazards covered by this European standard are identified in clause 4. This standard includes requirements for the lifting of personnel by a general-purpose offshore crane. This standard contains the German version of EN 13852-1:2013, which has been prepared by Technical Committee CEN/TC 147 "Cranes - Safety" at the European Committee for Standardization (CEN). This standard differs from DIN EN 13852-1:2004-10, DIN EN 13852-1 Corrigendum 1:2005-04 and DIN EN 13852-1 Corrigendum 2:2007-07 as follows: a) major changes have been made including the scope. b) New requirements have been introduced on load chart, electrotechnical and non-electrical equipment, mode and rigging selector, back-up brake on luffing winches, wire ropes, lighting, dropped object protection, controls, data recorder, motion limiters, rated capacity limiter, boom backstop, emergency operation system, fire protection and protective earthing, etcetera. c) Major changes have also been made to Annexes B, F, G, K, M and O. d) Normative references have been updated and a number of clauses have been redrafted for reasons of clarity and technical and editorial accuracy. The national interests during the preparation are represented by committee NA 060-22-12-05 AK and NA 060-22-10 AA "Lenkungsausschuss Krane CEN/TC 147, ISO/TC 96 - Krane" ("Steering Committee CEN/TC 147, ISO/TC 96 - Cranes") of Technical Section "Hoisting and Conveying Engineering" of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of cranes and lifting equipment, and of the employers' liability insurance associations contributed to this standard.
