Overview

This standard contains specifications meeting the essential requirements set out in Annex I of the EU Machinery Directive 2006/42/EC which apply to machines that are first placed on the European Economic Area (EEA) market, in order to facilitate proof of compliance with these requirements. Once this standard is cited in the Official Journal of the European Union, it is deemed a "harmonized" standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). This document specifies all significant hazards, hazardous situations and events as listed in clause 4 which are relevant to stationary and displaceable single spindle hand fed/integrated fed routing machines with fixed head but allowing only movement along the axis of the tool during machining hereinafter referred to as "machines" designed to cut solid wood, chip board, fibreboard, plywood and also these materials if they are covered with plastic laminate, edgings or veneer when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse. For the definition of stationary and displaceable machine see 3.2.17 and 3.2.18. Machines which are designed to work wood based materials may also be used for working hardened plastic materials with similar physical characteristics as wood. This document does not apply to: a) inverted pin routers and radial arm routers (machines where the work piece is fixed and the tool head is manually moved); b) NC boring machines and NC routing machines; NC boring machines and NC routing machines are dealt with in EN 848-3:2007+A1:2009; c) hand-held routers or any adaptation permitting their use in a different mode, for example, bench mounting; Hand-held motor-operated electric tools are dealt with in EN 60745-1:2009 together with EN 60745-2-17:2003; d) routing machines set up on a bench or a table similar to a bench, which are intended to carry out work in a stationary position, capable of being lifted by one person by hand. The bench can also be an integrated part of the machine if it consists of hinged legs which can be extended down. Transportable motor-operated electric tools are dealt with in EN 61029-1:2000 together with EN 61029-2-8:2010. This document is not applicable to single spindle hand fed/integrated fed routing machines which are manufactured before the date of its publication as EN. This standard contains the German version of EN 848-2+2007+A2:2012 which has been prepared by Technical Committee CEN/TC 142 "Woodworking machines - Safety" of the European Committee for Standardization (CEN). This standard differs from EN 848-2:2010-04 as follows: a) clause 1, the Scope has been extended to include machines used for working hardened plastic materials with similar physical characteristics as wood; b) clause 2; Normative references, has been updated to new editions of the cited standards; c) in 5.2, Controls, the design requirements for control circuits in certain categories have been replaced by specifications for performance levels; d) 5.2.1.2, Use of well-tried components, has been deleted; e) 5.2.8, Spindle speed monitoring, has been completely revised and the title has been replaced with "Spindle speed control"; f) 5.3.4, Braking, has been completely revised; g) 5.3.5, Devices to minimise the possibility or the effect of ejection, now includes the description and an example of an enveloping guard; h) a description of the rigidity test has been added in normative Annex C (new) for guards' materials, unless they are in accordance with the requirements of polycarbonate guards in 5.3.8, Characteristics of guards and safety devices; i) 5.4.3, Emission of chips and dust, has been revised to include further requirements; j) the former informative Annex A, Use of well-tried components, has been deleted; k) informative Annex ZA on the relationship between this European Standard and the Essential Requirements of EU Directive 98/37/EC has been deleted; l) the former Annex ZB on the relationship between this European Standard and the Essential Requirements of EU Directive 2006/42/EC is now informative Annex ZA; m) the Bibliography has been updated. The national interests during the preparation were represented by Committee NA 060-06-01 AA "Holzbearbeitungsmaschinen - Sicherheit" ("Woodworking machines - Safety") at Technical Section "Woodworking machines" at the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of single spindle hand fed/integrated fed routing machines, and of the employers' liability insurance associations contributed to this standard.
