Brief description
This worksheet was developed by the "CO2 Emissions Trading" project group in the "Gas Measurement and Billing" Technical Committee. The aim of the complete, consistent, reliable and transparent monitoring of greenhouse gas emissions is to ensure that installation operators in emissions trading report their CO2 emissions in accordance with the legal requirements. Users of this worksheet are required to first familiarize themselves with the legal requirements for monitoring and reporting, in particular the TEHG, the Monitoring Ordinance and, in particular, the relevant DEHSt guidelines for the preparation of monitoring plans. This worksheet was revised in cooperation with the Physikalisch-Technische Bundesanstalt (PTB) and in collaboration with the German Emissions Trading Authority (DEHSt) in order to provide operators of natural gas combustion plants subject to emissions trading with guidance on their obligations in the context of emissions monitoring and reporting. The requirements for the monitoring and reporting of greenhouse gas emissions are described in the DEHSt guidelines for the preparation of monitoring plans and emission reports for stationary installations in the 3rd trading period (2013-2020). Procedures for determining uncertainties are presented in a practice-oriented approach. This is intended to assist the plant operators concerned with a systematic uncertainty analysis.
