Overview

This standard contains the German version of the European standard EN 61000-1-2:2016 and is identical to the first edition of the International Standard IEC 61000-1-2 (edition 2016-04). It addresses aspects to be considered when electrical/electronic/programmable electronic (E/E/PE) systems, as defined in IEC 61508-4, which are used to perform safety functions, are exposed to electromagnetic disturbances which may affect the operation of these systems, resulting in functional failures and malfunctions of these systems with repercussions on the safety function(s) of these systems. The aim of the procedures described in this standard is to prevent any impairment of the safety function(s) and, as a consequence, any unacceptable risk of harm to persons and/or the environment. Therefore, an acceptable performance in the presence of electromagnetic phenomena is necessary. A comprehensive safety analysis should therefore include the effects of electromagnetic disturbances. Responsibility for coordination and for the overall EMC for functional safety should be identified and assigned to one or a small number of persons with sufficient management authority. However, responsibility for sub-aspects may be delegated to other persons, particularly those with relevant expertise in the particular aspect. For the purpose of achieving functional safety, the possible effects of electromagnetic disturbances on safety-related systems are addressed and requirements for the relevant phases of the life cycle of such a system are defined. The corresponding measures are defined both at system level and at the level of the components, equipment, devices and installations that make up a safety-related system. Existing relevant IEC basic standards are used where appropriate, in particular the basic specifications of the IEC 61508 series on functional safety and the IEC 61000-4 series with regard to immunity tests against electromagnetic disturbances. The description of the electromagnetic environments in which safety-related systems are operated is based on the IEC 61000-2 series and serves as a starting point for the derivation of the electromagnetic disturbance variables with which the immunity of the safety-related systems can be tested. To this end, this standard addresses a number of immunity tests that go beyond the scope of the corresponding specifications in the generic standards on immunity, IEC 61000-6-1 and IEC 61000-6-2. This standard deals in particular with: - basic concepts in the field of functional safety, looking at the phases of the concept through design, implementation, commissioning and maintenance over the lifetime of a safety-related system; - the various EMC-specific steps for achieving and managing functional safety; - the description and assessment of the electromagnetic environment and the resulting derivation of test disturbances for EMC testing; a list is given in Clause 6 and Table 2 and Annex A of this standard; - the EMC-related aspects of the design and integration process in Clause 7 and Table 3, where the process of EMC-related safety planning is considered at both the equipment and system levels. - the validation and verification processes with regard to immunity to electromagnetic disturbances in Clause 8; - the evaluation criteria for the operational behavior and considerations of the test philosophy for safety-related systems as well as equipment, devices and installations used in such systems in 8.4 and Table 4 as well as in Annex C; a special criterion DS has already been defined in IEC 61000-6-7 as an evaluation criterion, the focus of which is on ensuring that functional safety is not impaired if a function falls outside its specification; - tests of the immunity of safety-related systems and equipment, apparatus and installations used in such systems to electromagnetic disturbances in Clause 9 (types of test methods to be considered, test levels); - documentation of the results. In accordance with the aim of this standard to provide a method for achieving the functional safety of safety-related systems exposed to electromagnetic disturbances, a set of procedures and measures is described, of which immunity tests are only one part. It is recommended that an EMC test plan be drawn up for this purpose. In addition, remedial measures are also mentioned in this standard, for example to increase the immunity of a system or component, equipment, apparatus or device and/or to attenuate electromagnetic disturbances. A number of organizational measures are also possible and are mentioned, such as hardware diversity, software diversity or the use of redundant systems in which a second system takes over the function of the first if it fails. Corresponding information on remedial measures during the individual phases of a system considered in this standard is contained in Annex B. The proposed standard is intended for use by designers, manufacturers, installers and users of safety-related systems and may be used as a guide by IEC committees. Its application should also be seen in the context of IEC 61000-6-7, which contains test requirements for the EMC and functional safety of safety-related systems operated in industrial areas. The development history of this document: The first edition of IEC 61000-1-2 was published in 2001-06 as a technical specification. The German translation of the international draft standard preceding this publication was published as E DIN IEC 77/231/CDV (VDE 0839-1-2):2000-12. As a Technical Specification was published by the IEC, it was not adopted into the German body of standards at that time. The first edition of the technical specification was revised and the second edition was published in 2008-11. The second edition of the Technical Specification was revised again and it was decided at international level to convert its content into a standard. The result of this revision was published in 2016-04 as the first edition of the International Standard IEC 61000-1-2. The IEC standards cited in this announcement were adopted as European Standards and published as part of the DIN EN 61000-4 (VDE 0847-4), DIN EN 61000-6 (VDE 0839-6) and DIN EN 61508 (VDE 0803) series. The responsible committee is DKE/K 767 "Electromagnetic compatibility (EMC)" of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
