Overview
This standard contains specifications meeting the essential requirements set out in Annex I of the "Machinery Directive", Directive 2006/42/EC, and which apply to machines that are either first placed on the market or commissioned within the EEA. This standard serves to facilitate proof of compliance with the essential requirements of that directive. Once this standard is cited in the Official Journal of the European Union, it is deemed a "harmonized" standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). This European Standard deals with all significant hazards, hazardous situations and events as listed in Clause 4 which are relevant to down cutting cross-cut saws and dual purpose down cutting cross-cut saws/circular saw benches, hereafter referred to as "machines", designed to cut solid wood, chipboard, fibreboard, plywood and also these materials where they are covered with plastic edging and/or plastic/light alloy laminates when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse. This document does not apply to: - machines for cross cutting logs; - hand-held motor-operated electric tools or any adaptation permitting their use in a different mode, for example bench mounting; - transportable machines set up on a bench or a table similar to a bench, which are intended to carry out work in a stationary position, capable of being lifted by one person by hand, that is maximum mass = 25 kg. This document is not applicable to down cutting cross-cut saws and dual purpose down cutting cross-cut saws/circular saw benches manufactured before the date of its publication as European Standard. This standard contains the German version of EN 1870-3:2014 which has been prepared by Technical Committee CEN/TC 142 "Woodworking machines - Safety" of the European Committee for Standardization (CEN). The following modifications have been made with regard to DIN EN 1870-3:2009-08: a) in Clause 2, the normative references have been updated to the new editions of referenced standards; b) in Subclause 5.2 "Controls", the design requirements for control circuits in certain categories have been replaced by specifications for required performance levels; c) a new Subclause 5.2.1.2 "Use of protective devices" has been added; d) in Subclause 5.3.2 "Risk of break-up during operation", the requirement has been added to perform for plastic material (except for polycarbonate) used for guards an impact test; e) in Subclause 5.3.4 "Braking", requirements for the braking system have been modified and the braking test has been moved to Annex D; f) Subclause 5.4.3 "Emission of chips and dust" has been revised to include further requirements; g) Annex E "Impact test method for guards" has been added; h) Annex ZA (informative) "Relationship between this European Standard and the Essential Requirements of EU Directive 98/37/EC" has been deleted; i) the former Annex ZB is now Annex ZA (informative) "Relationship between this European Standard and the Essential Requirements of EU Directive 2006/42/EC"; j) the Bibliography has been updated. During the preparation, the national interests were represented by Working Committee NA 060-06-01 AA "Holzbearbeitungsmaschinen - Sicherheit" ("Woodworking machines - Safety") of the Standards Committee Mechanical Engineering (NAM) of DIN. Manufacturers' representatives and users of down cutting cross-cut saws and dual purpose down cutting cross-cut saws/circular saw benches, as well as representatives of professional and trade associations were involved in the preparation of the standard.
