Tunnelling machinery - Safety requirements; German version EN 16191:2014

Title (German)

Tunnelbaumaschinen - Sicherheitstechnische Anforderungen; Deutsche Fassung EN 16191:2014

Overview

This European Standard defines relevant requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) for the first time, with the intent of simplifying the means of proving conformity with these requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Union, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called "presumption of conformity"). This European Standard is applicable to tunnelling machinery as defined in Clause 3 used for the construction of tunnels, shafts and other underground excavations. It deals with all significant hazards, hazardous situations and events relevant to such machinery when they are used as intended and under the conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). This European Standard covers monitoring for hazardous atmospheres within the confines of the tunnelling machinery. Hand-arm and whole-body vibration are not considered as significant hazard for tunnelling machinery. The following items and applications are not covered by this European Standard: * the additional requirements for the use of tunnelling machinery under hyperbaric conditions; * the additional requirements for use of tunnelling machinery in potentially explosive atmospheres; * For the application in potentially explosive atmospheres see EN 1710:2005+A1:2008 for guidance. * ancillary tools and equipment which are not an integral part of the tunnelling machinery but used on or with the machinery; * services (for example power supply, water, pipes, compressed air, etcetera) supplied to the tunnelling machinery; * loading and transport equipment which is not an integral part of the tunnelling machinery, for example man riders, locomotives, grout cars, segment cars, muck cars and shaft hoisting equipment. This European Standard is not applicable to road headers, continuous miners and impact rippers. This European Standard is not applicable to tunnelling machinery which is manufactured before the date of publication of this European Standard by CEN. This standard contains the German version of EN 16191:2014, which has been prepared by Technical Committee CEN/TC 151 "Construction equipment and building material machines - Safety" at the European Committee for Standardization (CEN). The following modifications have been made with respect to DIN EN 16191:2010-03, DIN EN 815:2009-12: a) update of the scope; b) update of the normative references; c) improvement of requirements on access systems, especially on minimum dimensions on walkways and access openings; d) requirements on control systems improved; e) improvement of fire prevention and protection; f) improvement of noise test code. The national interests during the preparation were represented by Working Committee NA 060-13-04 AA "Tunnelbaumaschinen" ("Tunnelling machines") of the Standards Committee Mechanical Engineering (NAM) at DIN. Representatives of manufacturers and users of tunnelling machines, as well as representatives of professional and trade associations were involved in the preparation of the standard.
