Overview
The European Standard DIN EN 1948-4 describes sampling and analysis of dioxin-like PCBs and supplements DIN EN 1948-1 on sampling of PCDDs/PCDFs, DIN EN 1948-2 on extraction and clean-up of PCDDs/PCDFs and DIN EN 1948-3 on identification and quantification of PCDDs/PCDFs. It specifies the procedures for sampling from stationary sources, extraction, clean-up, identification and quantification procedures of the dioxin-like PCBs and PCB designated by the WHO. This procedure is optimised to measure PCB concentrations of about 0,01 ng WHO-TEQPCB/m3. In addition to the 12 non- and mono-ortho-PCB the present document is also applicable to measure further PCB-congeners like the "marker PCB" 28, 52, 101, 138, 153, 180. DIN EN 1948-4:2010+A1/2013 includes Amendment 1 (approved by CEN on 21 October 2013) to DIN EN 1948-4:2010-12. It describes assistance should co-elution problems of PCB 127 and PCB 105 occur. European Standard DIN EN 1948-4 has been prepared under a mandate given to CEN by the EC and the EFTA and supports Essential Requirements of EC Directives. The validation of the measurement procedure of PCBs was carried out with the active participation of German sampling and analytical laboratories in a comparison and validation trial at both a waste incinerator and a shredder plant. As a result, the standard includes performance data and important guidance for sampling and analysis over a broad concentration range gained during the mandated validation measurements. The European Standard DIN EN 1948-4 is a process standard and in particular covers environmental aspects with the emphasis on dioxins and PCBs, POPs and related compounds which are covered by the Stockholm Convention. The document is directed at representatives of regulatory agencies, inspection bodies, employers' liability insurance associations, architect's and planning offices, structural engineering companies and research institutes, as well as plant operators and equipment manufacturers. The European Standard DIN EN 1948-4 has been prepared by CEN/TC 264 "Air quality" with the intensive participation of German experts in Working Group 1 "Dioxine und PCB (Emission)" ("Dioxins - emissions"). The secretariats of CEN/TC 264 and CEN/TC 264/WG 1 are held by DIN; the chairmanship of CEN/TC 264/WG is also held by Germany. The responsible German committee is NA 134-04-01-13 UA "Messen von PCB (Emission)" ("Measurement of PCB (Emission")).
