Overview
This European Standard includes safety requirements and has been prepared by European Working Committee CEN/TC 192/WG 3 "Firefighting and rescue service vehicles" (Secretariat: UNM, France) in the Technical Committee CEN/TC 192 "Fire and rescue service equipment" (Secretariat: BSI, United Kingdom). At the European Committee for Standardization (CEN) the collaboration of DIN in the area of Working Group CEN/TC 192/WG 3 "Firefighting and rescue service vehicles" is being implemented via the Working Committee NA 031-04-06 AA "Allgemeine Anforderungen an Feuerwehrfahrzeuge - Löschfahrzeuge - SpA zu CEN/TC 192/WG 3" ("General requirements for firefighting vehicles - fire trucks - national mirror committee of CEN/TC 192/WG 3"). This document specifies the general requirements for safety and performance as well as the relevant test methods for the following permanently installed equipment on firefighting and rescue service vehicles: - extinguishing installation for water; - extinguishing installation for liquid additive; - monitor; - equipment gantries; - demountable systems using a hydraulic hook arm. The legal status is as follows: This European Standard specifies the essential requirements set out in Annex I of EU Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, and serves to facilitate proof of compliance with the requirements of that directive. Once this European Standard is cited in the Official Journal of the European Union, it is deemed a "harmonized" standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive ("presumption of conformity"). In addition to this European Standard, another standardization project (currently draft standard E DIN 14502-2) exists for the general requirements for firefighting vehicles covering additional provisions to DIN EN 1846-2 and DIN EN 1846-3 as a proposal for incorporation in the European Standards. Additionally, standard DIN 14502-3 specifies requirements for the type and design of coloration and special marking of firefighting vehicles. These requirements are very country-specific and can therefore not be unified in one European Standard. Since this European Standard specifies almost exclusively safety requirements for demountable systems with a hydraulic hook arm, another standardization project (currently draft standard E DIN 14505) exists to maintain the necessary interface specifications in DIN 14505. Interface regulations for demountable systems are very country-specific and can therefore not be unified in one European Standard. With respect to the previous edition DIN EN 1846-3:2008-11 and the standard for demountable systems DIN 14505:2004-10, the following changes have been made: a) demountable systems using a hydraulic hook arm have been integrated into the standard; b) clause 2: updated; c) clause 3: 1) 3.1.1 "specified nominal rate(s) of the water installation, Q1" and 3.1.2 "specified nominal outlet pressure(s) of the water installation, pa1" replaced with new 3.1.1 "classification of the extinguishing installation for water"; 2) 3.1.4 "specified height of the water installation, d" deleted; 3) 3.1.10 "hose reel system": new wording; 4) 3.6 "equipment gantry" replaced with "bracket assembly"; 5) new definitions: 3.7 "demountable" and 3.8 "hold-to-run control device"; d) clause 4: updated; e) clause 5: verification placed directly after the requirements; 1) 5.2.1: new numbered sub-entries dealing with oil hydraulic components; 2) 5.2.2.3: addition of requirements regarding the installation of the final supply and delivery connection(s); 3) 5.2.3.1: reference to prEN 16327:2011 added; 4) 5.2.6 and 5.3.6: addition of requirements for demountable systems using hydraulic hook arms; 5) 5.3.2: amended to take into account all types of pumps and/or water installation; 6) 5.3.2.7: Figure 3 amended with new dimensions; 7) 5.3.4: text amended taking into account EN 15767-1; f) Annex A: new informative annex "Symbols and abbreviated terms"; g) Annex B: new normative annex "Theoretical stability calculation"; h) Annex C: new normative annex "Rated capacity of the tank".
