Overview
The content of the standard is based on the specification "LF-KatS" of the Bundesamt für Bevölkerungsschutz und Katastrophenhilfe (BBK) ("Federal Office of Civil Protection and Disaster Assistance (BKK)") from 2008-03-20. Group pumping appliance LF-KatS is a fire fighting vehicle mainly for disaster control with a firefighter centrifugal pump driven by the vehicle engine, an installation for quick delivery of water, a fire water reservoir and fire fighting equipment for one group. The vehicle serves mainly to fight fires, convey water - also over long stretches - and to perform simple, small-scale technical assistance. Together with its crew it forms an independent, tactical unit. Its crew consists of a group (1/8). This new federal fire fighting vehicle fulfils the following basic conditions: - fire fighting vehicle with a crew which consists of one group and fire water reservoir; - water conveyance, also over long stretches; - support of municipal fire services and state units during larger-scale damage scenarios; - integrability in the existing fire service structures in situ; - autarkic flexibility. The vehicle designation has been changed from group pumping appliance LF-KatS for disaster prevention to group pumping appliance LF 20 KatS for disaster prevention, as the nation-wide introduction of the digital BOS radio necessitates a uniform and mandatory designation of fire fighting, medical and disaster control vehicles. Every time a connection is established, a data set, the so called operative-tactical address (OPTA), of the radio subscribers is shown in plain text format on the radio displays. The digital radio system necessitates that all users/digital end devices have their own unique address and every device is clearly identifiable therewith. Consequently, this presumes a uniform system when designating fire fighting, medical and disaster control vehicles. Regarding the allocation of uniform addresses for radios, the BDBOS has decided to use the "Richtlinie für die operativ-taktische Adresse (OPTA) im Digitalfunk der Behörden und Organisationen mit Sicherheitsaufgaben" ("Directive for the digital system operative-tactical address of the authorities and organizations responsible for safety") of the Ausschuss für Informations- und Kommunikationswesen des Arbeitskreises V (Working Committee for information and communication systems of Working Group V) nation-wide as a necessary technical standard and recommends it to the federal states for implementation. With the modification of the abbreviated designation of the vehicle into LF 20 KatS, the agreed systematics of the fire fighting vehicle with the nominal flow rate of the installed firefighting centrifugal pump is taken into account. The following modifications have been considered with respect to the previous edition of August 2010: a) modification of the vehicle designation from group pumping appliance LF-KatS for disaster prevention into group pumping appliance LF 20 KatS for disaster prevention; b) the axe for fire fighters has been incorporated into the firefighting equipment in accordance with Table 1; c) document editorially revised.
