Overview

This standard contains the German version of the European Standard EN 50400:2006 including its Amendment A1:2012 as well as Corrigendum AC:2011. It contains specifications for the measurement and calculation methods for the frequency range 110 MHz to 40 GHz serving for demonstration of the compliance of radio base stations and fixed terminal stations for wireless telecommunication systems with the basic restrictions of the specific absorption rate (SAR) or the alternatively applicable reference levels for the electromagnetic field given for the security of persons and is related to Council Recommendation 1999/519/EC of 12 July 1999 on the limitation of exposure of the general public to electromagnetic fields (0 Hz to 300 GHz) (Official Journal L 199 of 30 July 1999) as well as the ICNIRP guidelines published in April 1998. The purpose of this standard is to specify the method for demonstration of the compliance of the reference values for the electromagnetic field or the basic restrictions for the specific absorption rate (SAR) by means of equipment covered by this standard when they are put into service. For this purpose several ways are described to determine if access limitations for the general public are necessary in relevant areas. For measurement of the specific absorption rate (SAR) the electromagnetic fields of the equipment to be measured are radiated onto a measurement phantom (body model) and the electromagnetic field strengths generated in the phantom are determined with a field probe. The SAR distribution and the maximum average SAR value are subsequently calculated from the measurement values obtained. The measurement shall take place in a laboratory which shall meet certain environmental conditions. By reference to EN 50383 or DIN EN 50383 (VDE 0848-383), suitable specifications for the measurement phantom and measurement method are taken over and adapted to the conditions for radio base stations and fixed terminal stations for wireless telecommunication systems. Furthermore, this standard contains the description of the measurement and calculation method for the electromagnetic field radiated by the equipment considered required for determination of the comparative value with the applicable reference value for the electromagnetic field strength. Considerations regarding measurement uncertainty are made both for determination of the SAR value and for determination of the electromagnetic field strength and the maximum error limit which shall be met is specified for the entire determination. Finally, specifications for the measurement report are given. Through amendment EN 50400:2006/A1:2012, Figure 1 is replaced by a new figure, a new subclause 5.4 is added and the previous Annex E is replaced by new Annexes E, F and G in order to eliminate the A deviations contained in the previous standard. Other annexes contain further information on the limits between field regions, to surface and volumetric scanning and examples for compliance boundaries. Furthermore the associated citations are given. The responsible committee is K 764 "Sicherheit in elektromagnetischen Feldern" ("Safety in electromagnetic fields") of the DKE (German Commission for Electrical, Electronic and Information Technologies) at DIN and VDE.
