Part 312: Secondary cells and batteries containing alkaline or other non-acid electrolytes - Stationary battery energy storage systems with lithium batteries - Safety requirements

Abstract

This prestandard specifies minimum safety requirements for stationary battery energy storage systems consisting of lithium-ion cells or sodium-ion cells. The rated voltage from mains circuits or other sources (e.g. photovoltaics) does not exceed 1 000 V AC or 1 500 V DC. The area of application is limited to the private and small commercial sector. The battery energy storage systems can also be accessible to laypersons and can be operated and run by them. Further requirements apply to battery energy storage systems in electrical operating facilities and medical areas and further standards must be applied. This preliminary standard does not apply to battery energy storage systems - which consist of lithium metal cells, - which consist of lithium-ion cells that have already been installed in and removed from other batteries, - for which no test specimens representative of series production are available for type testing (e.g. in accordance with EN 62619, EN 62477-1, etc.). Reuse and repurpose require further considerations that are not the subject of this prestandard. This does not exclude the possibility that batteries or battery systems of the same design are not also used in other areas of application, i.e. have more than one intended use. Note: Stationary lithium-ion batteries that were previously approved as traction batteries for road vehicles (2nd use/repurposing) are dealt with in the prestandard DIN VDE V 0510-100 (Safety of lithium-ion batteries from the vehicle sector for use in stationary applications)
